Bill Leys, owner of William Leys Waterproofing Consultants LLC has been inspecting decks since 2005 after he was approached about the subject by an HOA manager at a Reserve Study trade event. His first HOA inspection in Walnut Creek revealed massive defects in an apartment to condo conversion building, and from there Bill began doing more and more deck inspections all over California for different management companies and Associations.
